There's nothing out of the box to facilitate that. The only thing you'd be able to do is to download the videos and re-upload them to Stream.

Stream is a separate service from O365 Video and does not use SharePoint online infrastructure at all.

I would like an API for creating channels and managing permissions at the channel level (when that feature is available).

Can we not share videos by link that we choose to be public?  QR codes and links to public are needed. Similar to googles unlisted, anyone with link can view option.

We have one tenant with three very large schools.

Agreed with adding a playlist option. We use Stream for a training videos and need a way to present them in sequential order or by by Title.
