Are SAM and Purview available in all licenses? How can I verify if I have access to these features you're showing today? (We are a smaller organization and may not have the level of enterprise license needed)
No.
SAM is an add-on license.
Fortunately, you can get SAM included at no extra cost if you have purchased M365 Copilot licenses.
Some Purview features are included in E3; all features with E5; as you may not have the enterprise licensing, this site is a great way to see features for all licensing including SMB https://m365maps.com/matrix.htm#111111000001111000000
