Does the "Anyone with a link" function similarly or the same as a file shared with "Everyone Except External"? Or does "Anyone with a link" require the actual link to be opened, where "Everyone Except External" can be opened by anyone via, for example, a Copilot search?

MicrosoftNot related to SAM at all, but EEEU is granting access to everyone in the organization. Copilot will return results for the content (unless prevented by features like Restricted Content Discovery or Restricted SharePoint Search). The sharing link function does require a user to click on the link in order for access to be "redeemed" and until that happens, the content will not show up in Copilot responses.
