If we are the transacting Partner, We are not the creator of the offer - we are a partner who is adding a managed service to the original offer, (the middle man - between the offer owner and the customer) what information do we need to have available in Partner Center to allow the Offer creator to send us the offer, so that we can add our "add on"

We are fully enabled in Market Place, but we had an issue recently, where the Offer creator was insisting that they needed our Tenant ID to be able to share the offer with us as the reseller,

The ISV should just need your Seller ID to send the offer to you, but perhaps you're referring to a deal type outside MPO or REO. Are you a CSP perhaps?
