When bullet formatting is removed as you press Enter, the explanation is usually that pressing Enter applies a new paragraph style to the text paragraph. This is controlled by the "Style for following paragraph" option in the Modify Style dialog box. Look at the dialog box for the style you are using for your body text paragraphs.
