Default is set NOT to fill the page with text, but to leave space at bottom: dumb
The default is dumb. We want to fill the page, so our book, with footnotes, has no ugly blank spaces.
For some reason, Microsoft default is set not to break paragraphs but to permit blank spaces at the bottom of pages. Then trying to undo the dumb defaults is a nightmare of hidden details, as if they bury what should be obvious. As Bill Gates said, "WHAT IS THE THINKING HERE? It's ridiculous. How do you fit text to the full page? Why isn't it obvious in the commands? This bug needs a fix, Microsoft. C'mon. It's like you don't even use your own product. If you did, this problem wouldn't exist for us. Get with it.

Actually, if you just start typing in Word, without applying any formatting, you will get incredibly even pagination.
See Improving the Bottom Line by Suzanne Barnhill, MVP. It will show you what is happening and give guidance on how to fix it.
Word is not a typewriter. If you are having this result, it is because of formatting you have applied, whether deliberately or not. Take a few moments to learn how to use it, because it is not intuitive.

- Steve378Copper ContributorThanks, I just fixed it with Word 'styles'. I had written to it on a Google Doc and downloaded it as Word doc, but the format was alien to it somehow evidently.
