Default is set NOT to fill the page with text, but to leave space at bottom: dumb
Actually, if you just start typing in Word, without applying any formatting, you will get incredibly even pagination.
See Improving the Bottom Line by Suzanne Barnhill, MVP. It will show you what is happening and give guidance on how to fix it.
Word is not a typewriter. If you are having this result, it is because of formatting you have applied, whether deliberately or not. Take a few moments to learn how to use it, because it is not intuitive.

- Thanks, I just fixed it with Word 'styles'. I had written to it on a Google Doc and downloaded it as Word doc, but the format was alien to it somehow evidently.
