After temporarily switching to a Broadcom NIC, I could confirm that the problem is with the NIC firmware/driver; Hyper-V and SMB were not at fault. The latest firmware/driver updates published by Dell on 11/09/2022 seem to have resolved this issue. I will continue monitoring and post updates if the problem resurfaces.

try disabling compression.
