Windows 11 Start menu not working
I just updated to Windows 11 today and the Start menu hasn't been successfully opened.
I've tried to open it with touchscreen, mouse, physical keyboard and the touch keyboard but none of them worked. By the way, when I tap or click on it (not push the keyboard), it will act like it is opened (the icon will be marked) but I've never seen the pop up. I restarted my laptop, restart the Windows Explorer as well but the issue is still persists.
Everything else works so far so the system works alright.
I'm hoping that some of you have ideas on how to fix this issue or what it could be.

Just installed update KB5006746 and it has fixed the issue.
The fix was also mentioned in their changelog.
Hope this resolved all of your issues as well.

FWIW I installed update KB5006746 on 10/27 and I am still having this problem when I start windows. Opening task manager and restarting windows explorer will force the taskbar to appear, but I have to do this every time I restart my PC.
- yayorbitgumCopper ContributorI'm able to temporarily fix the problem by restarting explorer by going to Task Manager (CTRL+Shift+Escape), right clicking on Windows Explorer and restarting it.
If Windows Explorer isn't in the process list, goto File -> Run New Task, enter "explorer", then restart it after. Either way, the start menu seems to reboot as well when you restart explorer.- yayorbitgumCopper Contributor

Update to my original post, like some others here, update KB5006746 seems to have fixed the problem for me. The Start Menu now loads properly during fullscreen apps when I hit the windows key, and won't break during fullscreen apps running nor when I close them shortly after (and some other weird bugs with multiple monitors).

Seems like my start menu will not open if I close out of fullscreen applications forcefully, or alt-tab too many times during a fullscreen application. The task bar still works, the start menu button is there, but clicking it opens nothing. Hitting the windows key also does nothing. Updating Nvidia drivers doesn't help. Only way to fix it is to restart every time. Feels like a beta still.

finally read something about display driver, so this is what I did.
I download the latest Graphics driver from Asus website, restarted the computer.
then i removed the display driver from Device manager, the start menu works, after that i updated the display driver and start menu is working perfectly.

Tried that in my desktop with an NVidia card, also disabling I5's intel ga. but didn't work.
The strangest thing it's not that the start menu is not showing, but that the start button and the rest of the bar's buttons are left aligned and the option to align center disappeared from toolbar customization. It's like the win10 toolbar but with start menu not working. really weird

Tryed multiple solutions, found on the internet.
Simply de-installing the videodriver (intel iris) indeed did the trick.
after re-installing the menu the menu still keeps working.

elhossan This is not good at all . Totally unproductive. In fact I cancelled the surface pro 8 order, went back to windows 10 and decided not to waste money on the new stuff as it’s not worth after this upgrade. I don’t know what windows 11 programmers were thinking have excluded this feature.
For professionals sometime we have multiple emails, worksheets open and it’s really time wasting switching between open items if grouped together.

I dont know how yet I had an Intel Management Engine Interface Driver and DBUtil Removal https://www.intuizi.com/ idont know why or how yet after update it functioned.

I solved windows 11 start menu problems by using StarDock start menu 11 from https://www.stardock.com/products/start11/works better and Customizable, Microsoft can't come up with anything better than These... they can't fix their problems.
