Significant drop in the number of frames on the NVIDIA 3080 on latest Canary builds
In addition to the report about game launcher aplications on 27802 and latest 27813 builds (d3d9.dll module problem, already fixed according to Microsoft's information - link Build 27802 and problems with game launcher applications | Microsoft Community Hub) - even on computers on which the problematic games/applications run under the latest Canary versions (example 27813), I notice a significant drop in the number of frames on the NVIDIA 3080 card.
For example, in Elder Scrolls Online I previously had well over 130 frames on the highest graphics settings and artificially reduced it to 60 frames to give relief to the computer's resources (the game always reported 60 frames, regardless of the commotion in the game). Currently, the game image, even with a small movement on the screen, is generated with a number of frames below my artificial barrier (50-55).
Additionally - imho - the cards heats up more.
The issue does not occur on version 27842. At the moment, I consider it to be solved in the indicated Canarian compilation.

I have also noticed a similar problem with delays in the case of Windows Update, where after a longer computer startup, the "Check for updates" button stops responding to pressing and you have to do it several times - before the system starts scanning for any updates to download. Meanwhile, right after a fresh startup, the button's response is fast and efficient.

I will also add that over time I increasingly notice that the computer is sort of hogging resources because the longer it works, the longer it takes to launch and perform actions of the same applications. For example, opening a simple assistant for Elite Dangerous with a freshly started system takes 5-6 seconds, but when I do it, for example, after half an hour or an hour of PC operation, launching the same assistant takes almost 40 seconds and the displayed assistant window appears gradually as if the computer was choking while loading its individual elements. Other programs behave similarly.
With my PC configuration, such problems with such small applications as the assistant should absolutely not occur.

Hmmm, today I replaced my previous EVGA 3080 Ultra FTW3 graphics card with NVIDIA ASUS GeForce RTX 5080 ROG Astral OC 16GB GDDR7 DLSS4 and still, for example, in the case of Elder Scrolls Online, I observe fps drops below 50 (as on the old card) - which is bizarre for such a game. There is definitely something going on in the latest Canary builds that artificially overloads my desktop computer. Such drops are not understandable - considering that on my laptop with an NVIDIA 3080 laptop card (significantly weaker), I have much higher fps.
The observed situation, together with the problem described in the topic at the link below, may indicate the likelihood of a connection between both problems, especially since neither problem occurs on my test laptop.

I will also add - which is particularly interesting - that the problem with fps drops in games and progressive delays in launching applications (which affects my stationary PC with Ryzen 9 5950x 3.4 Ghz / Asus ROG X-570E ATX AM4 DDR4 motherboard / EVGA 3080 FTW3 card / 64 GB RAM) does not occur on my ROG STRIX laptop with AMD Ryzen 7 5800H and Nvidia 3080 Laptop card with 64 GB RAM, on which I have the same antivirus program (BitDefender) as the stationary computer.

The problem still occurs on build 27823. I have also noticed that with time, the system starts to slow down (as if it reacts slower to requests, e.g. starting a number of applications). This often takes a disproportionately long time and while it is not noticeable shortly after starting the computer, it is noticeable after, for example, an hour of work - despite the strong PC specification. If I manage to notice any circumstances indicating a potential source - I will update the entry.

Unfortunately, the problem still occurs on Canary build 27818. The number of frames in Elder Scrolls Online drops to 30-40 in cities, while previously (e.g. in build 27808) in the same game area the number of frames was well over 120 and was technically limited by me through corrections to the game files.

1. Update the graphics card driver: Open NVIDIA GeForce Experience to check and install the latest graphics card driver. Visit the official NVIDIA website to download and install the latest drivers.
2. Rollback to previous driver: If the problem occurs after updating the driver, you can rollback to the previous version:
Open Device Manager and expand Display Adapters.
Right-click on the NVIDIA 3080 and select “Properties” > “Drivers” > “Rollback Drivers”.
3. Adjust the Power Management Mode: Open the NVIDIA Control Panel and navigate to “Manage 3D Settings”.
Set the Power Management Mode to Highest Performance Priority.
4. Disable Game Mode: Open Settings > Games > Game Mode and turn off Game Mode. Disable “Game Mode”.
5. Check for Windows updates: Open “Settings” > “Windows Updates” and check for and install all available updates.
If the problem occurs after an update, you can choose to “Rollback to previous version”.
6. Use Clean Start: Press Win + R, type msconfig and enter.
In the “Services” tab, check “Hide all Microsoft services” and click “Disable all”.
In the “Startup” tab, click “Open Task Manager” and disable all startup items.
Restart your computer and check if the problem is resolved.
7. Contact Microsoft Support: If the issue is still not resolved, submit the issue through Microsoft Support.

The described problem is not caused by the driver version or changes in the card parameter settings because it appeared together with the already described d3d9.dll problem identified on Windows 11 Canary versions from 27802 and above and is probably related to it.
I am currently using driver version 572.70 released on March 5.
