More than 30 minutes to install a language pack?

Happy new year to everyone.

Is it normal that the Windows 365 PC , 2 core with 8GB RAM takes more than 30 minutes (still running) to install a language pack?

I see lots of online discussions stating that the disk performance is terrible for this configuration and hence the performance.

Any suggestions or words of advice would be appreciated.

If you're still wondering in 2026: same crap, another day....been like that for years and pretty sure they have no intentions of working on it. Laptop beside me has been sitting on language pack download for over 20 minutes now....and it's still downloading basic typing (first pack of 3 on this language pack i'm trying to install for our user) according to control panel, not even on "installing" yet....ridiculous....

EDIT: i come back from a 10 min job and see this error code: 0x80070002 ...missing or corrupted file 🤣 ...like i said above, ridiculous...

If Microsoft gave a **bleep** about literally anything other than their shareholder returns, they'd have fixed this by now.

But they know they are in a position where they can get away with corporate abuse of customers being part of their culture.

It's as pitiful as it is shameful of them.

It wouldn't be so bad if only Microsoft had actually worked out how to get regionalisation working properly in all of their products, not just Windows. They've only been trying for 35 years and whilst it has improved there's still evidence of poor design and development practices all over their products when it comes to any other language other than the dialect of English called US English.

I have a very fast system and 800/800 Mbps upload/download speeds with an 8 sec ping.
This is ridiculous. It is taking 30+ minutes to download a single language - US English.

  • Usually, language pack installation should take just a few minutes, even on modest specs.

Language packs download from Microsoft servers, so slow or unstable network can cause delays.

You should check network connection speed and stability on the Cloud PC.

    Restart the Cloud PC.

Open Command Prompt as Admin and copy-paste the following:

    DISM /Online /Cleanup-Image /RestoreHealth

Alternatively, you may try installing the language pack offline by downloading the CAB file from Microsoft and installing via PowerShell.

This has become a known issue that Microsoft is unwilling to fix.  The problem isn't your computer or your Internet connection.  The problem is Microsoft keeping the language add-ons on a server that is either ridiculously overloaded or has really poor internet connectivity.  I'm seeing download times of 10 to 25 minutes for each 1 MB download.  For a fully supported language, there will be four of those, which means it can take almost two hours to fully install a language.  There is no excuse for that.

This is a known issue, and Microsoft has no intention of fixing it.

Since 24H2 this has been happening on more computer which was purchased new.

  • It shouldn't take that much time, however can you check with any other network and see?  Any VPN installed or configured? We have couple of users who dont rely heavily on softwares using this configuration and havent heard any complaints so far..
