Can't provisioning WINDOW 365 Enterprise

After I create policy then apply policy already. I am waiting more than 1 hour but it' not finish. I'm test Intune by create VM then assign Intune are normal. Please suggest this issue.

    Just checking that you have gone through all the pre-requirements document Azure Active Directory and Intune requirements:

    Ensure that Intune device type enrollment restrictions are set to Allow Windows (MDM) platform for corporate enrollment.
    Infrastructure configuration: You must configure your infrastructure to automatically hybrid Azure AD join any devices that domain join to the on-premises Active Directory. This configuration lets them be recognized and managed in the cloud.

    Is the vNet ARM or classic? In W365 only supports ARM vNets
