wsl 2 fail to launch second Distro - windows 11 22H2

Using WSL v2 on windows 11  11 22H2

first  distro of linux is installed and working

when trying to install second distro the process completes correct, but the distro is not installed.

checking the actual folder i see no VHDX file is not created

Kernel version: 5.15.146.1-2
WSLg version: 1.0.60
MSRDC version: 1.2.5105
Direct3D version: 1.611.1-81528511
DXCore version: 10.0.25131.1002-220531-1700.rs-onecore-base2-hyp
Windows version: 10.0.22621.2070

Tried all the following but did not work

1. Reboot PC/WSL
2. Update WSL/PowerShell/Windows
3. Run as Administrator
4. Installed from File or from web
5. check all instructions on - Install WSL | Microsoft Learn
