With Smart App Control on, the OS blocks temporary dll files generated by windows itself

Question2：With Smart App Control on, the OS blocks temporary dll files generated by itself after software installation.

What is the reason for this and is there a way to avoid the problem?

Environment: 

OS = Win11Professional 

Smart app control = on 

Internet = on 

SQL Server: Sql2022Express

for example: 

1.Part of this app has been blocked

IIS Worker Process has tried to load Microsoft.Workflow.Compiler.exe  which doesn't meet the security requirements of Smart App Control.

Details:C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Microsoft.Workflow.Compiler.exe

2.Part of this app has been blocked

Some features of IIS Worker Process may not work because we can't confirm who published App_global.asax.5p-mmgbx.dll that the app tried to load.
