Windows11 The New folder button in File Explorer sometimes does nothing when clicked

When you click the New Folder button on the File Explorer toolbar, a new folder may sometimes fail to create.

In this case, no error message appears, and although the button appears to have been clicked, the folder is not created.

This issue occurs only in certain folders and does not occur in others. Even if the toolbar button does not work properly, right-clicking and selecting New → Folder from the context menu always works.
