Windows update gets stuck at a certain percentage

My Windows update has been stuck at the same percentage for over two hours, with the progress bar not moving and the disk activity light showing no signs of activity. The update process appears frozen and I have already tried restarting the computer, running the Windows Update Troubleshooter, and clearing the SoftwareDistribution folder, but none of these steps have resolved the issue.
