Windows Store on Windows 11 Detects Hardware Incorrectly
in the requirements section is there anything with a red X?
Update:
Sorry misread the question. So, the issue you want resolved is that it is saying there is a memory issue preventing it from installing if I am correct. A way to try and solve this is to reset the Microsoft store. Just search up how to do a repair or reset to the store and it will walk you through it. After it has been reset try again. If still not working try a system scan using "sfc /scannow". This scan will fix corrupt files. Also try the "DISM /Online /Cleanup-Image /RestoreHealth" This will make sure that the system files are all on your pc correct.
To run the scans open CMD as an admin and paste the text in the " " markings. Press enter and wait for the scan to finish.

Thanks for your suggestions, I did those things and it is still the same issue.
But, yes, I wanted to see if there was a way to force it to re-poll the hardware as this Surface Pro X has 16GB of RAM.....I don't know if it is an issue with my Windows 11 arm64 image, but I have made sure to install all updates through the 1/2023 Cumulative.
