Windows Recall feature missing

my AMD (Asus Zenbook 16 with AI 9( hx370 with 32gb) copilot laptop came with recall installed, I panicked and uninstalled it.

now I want to reinstall it , i did the windows feature and clicked on the recall check box

I tried the "cmd"(admin)--> type: Dism /Online /Enable-Feature /Featurename:Recall  that Bart Williams talks above , and that does shos it installs , BUT it does not show up on the Settings , Privacy , tab 

I do not remember ( hence my need for Recall )  what web site I found the uninstall instructions, could it be a registry issue that I did .  I have a ton of registry tweaks in a file on my drive like how to turn on long file names.

Any thing else ?, I might try other than going to insider program . in the past every time I have done that I end up with instability issues
