That can be content adaptive brightness, which is separate from the adaptive brightness and ambient sensor you already turned off. It dims based on what is on the screen rather than the room, so a dark window pulls it down and a bright one brings it back, which is why it feels random.
Check two toggles. In Windows open Settings, System, Display and set the Content adaptive brightness control dropdown to Off if it is there. Then in Intel Graphics Command Center go to System, Power and turn off Display Power Saving Technology on both the On Battery and Plugged In tabs. That one is on by default and survives disabling everything else.
