Windows Mobile Hotspot Bug - Crashes Internet Apps
This is why I hate updating. TF.
Try run Windows Update and download and install the latest update and restart your PC and this issue will be fixed.

Reza_Ameri Can you be specific? I see no new published updates. A linked KB from the Microsoft Catalog or reference to the update would be appreciated.
- Reza_AmeriJul 02, 2022Silver ContributorSure, it is KB5014668, and you may have a look at the following website:
https://support.microsoft.com/en-us/topic/june-23-2022-kb5014668-os-build-22000-778-preview-2b5f1da6-d602-48b4-b443-96b460e3c38d - DibityJul 01, 2022Copper Contributor
gowest29Can also confirm it's working after installing https://support.microsoft.com/en-gb/topic/june-14-2022-kb5014699-os-builds-19042-1766-19043-1766-and-19044-1766-5c81d49d-0b6e-4808-9485-1f54e5d1bb15

As I previously stated, the 6/14 is the very update that started this for most everyone. Also, had you read through, you would have seen the 6/21 update does this as well.
Either way I unpaused updates, it installed two;
kb5014699 -the one you mentioned-
kb5013887
and after a restart I can confirm it absolutely did NOT work. Again I had to uninstall them to get hotspot to work.
It's still broke, there's still no solution, and they're still "working on it". I'm very irritated it's taking microsoft so long to fix this.
