I'm having a nearly identical issue. Seems to be impossible to get through to a real person at Microsoft for support with this. The only difference between what's happening to me and your issue is that my windows license (retail, did not come with my hardware) was originally for Windows 10 Pro, and got upgraded to windows 11 pro when 11 released.
