Solution:
I had to download the a certain program to fix this issue that you are not allowed to mention here. The program has a settings tab for snapping and it was correctly detecting that it was disabled, unlike the official settings app. All I had to do was uncheck this and the problem was solved.

Right-click on the Start button and select Settings. Go to System and then select Multitasking.
Ensure that the Snap windows option is turned on.
You can also enable options such as "Snap windows by dragging them to the sides or corners of the screen" for more functionality.
