I've had a weird issue for a while now on both my desktop and laptop where infrequently, let's say once a day or so, the whole system goes into extreme slow motion or stutter for about 2 seconds and ...
I had this experience last year.
It was the automatic changing of the desktop background picture. I changed the setting to once per day and it stopped.
