Windows 11 recovery tool not working. I need to create a bootable repair usb

How to use BaleneEtchar to create a Windows 11 repair USB:
1. Download and install BaleneEtchar:
Download the version compatible with your OS (Windows, macOS, Linux).
Install and open BaleneEtchar.
2. Create the bootable USB:
Insert a USB drive with at least 16GB of free space (note: the drive will be formatted).
In BaleneEtchar, click Flash from file and select the Windows 11 ISO you downloaded.
Select your USB drive as the target.
Click Flash! to start the process.
3. Wait for the process to complete:
Once done, you will have a bootable Windows 11 repair USB.
Boot your PC from this USB (you may need to change boot order in BIOS/UEFI). Use the Windows recovery options available on the boot menu to troubleshoot or repair your system.
