Windows 11 recovery tool not working. I need to create a bootable repair usb

1. Go to the official Microsoft site:
https://www.microsoft.com/software-download/windows11
2. Download the Media Creation Tool.
3. Run the tool, select "Create installation media for another PC", and click Next.

5. Select USB flash drive, choose your USB, then click Next.
6. Wait for the tool to finish creating the bootable USB.
7. Boot the problematic PC from the USB to access Advanced Repair Options or clean install Windows 11.
