OEM keys are tied to specific hardware and are generally intended for pre-installed systems. If the key is for Windows 10 Pro, it may not activate Windows 11 Pro directly unless it is a digital license upgrade.
I am a system builder i know how to use OEM keys, everything was fine 2 days ago.
