The direct answer to your question is yes, there is a way. You do not need a functioning WinRE (the "Advanced Startup" menu) to enable Secure Boot. You can, and should, bypass Windows entirely to access your BIOS settings. This solves the main problem: you only need to get into the BIOS, not a broken Windows menu.
