Windows 11 Microsoft sign in PIN loop

Hi all,

I have a Dell laptop with Windows 11 installed. I was having trouble logging in via the Microsoft account, so changed my password associated with my email address used to log in. I can successfully access my Microsoft account online and can see all details.

However, I seem to be like many others, who, on entering their password, are then prompted to set up a PIN. When clicking 'next', it comes up with an error and to try again later. If I click 'skip', both options simply take me to the login screen. There is nothing else on the login screen, simply a blue background, with a blank avatar, my name, and the login link.

I have been trying to find a solution all day. I have gone into Recovery, and ran a number of commands from the Command Prompt, all to no avail. The system will not let me used the command line to set up an Admin Account, and on running net user, only the Windows Defender login shows. 

I cannot run net user administrator /active:yes or Netplwiz. I have tried resetting TPM and PPI in the BIOS. 

I have tried deleting the Ngc folder.

The only command that works is sfc /scannow, which always comes up with errors, to be fixed at reboot.

I cannot run DISM.

I cannot seem to add a local user.

Can anyone please help me to get into my laptop again, before I throw it thru the window!
