Windows 11 keeps opening File Explorer to Quick Access instead of This PC
Every time I open File Explorer, it defaults to Quick Access instead of This PC. I've already changed the folder options to open to "This PC," but after a restart it goes right back to Quick Access.
I've tried clearing File Explorer history, resetting folder options, and even creating a new user profile. Still happens. It's a clean install with no third-party tweaks.
Anyone run into this or know what's actually causing it?

Since this also happens in a new user profile, repeating profile creation or clearing Explorer history is unlikely to add useful evidence. First separate a preference reset from the way Explorer is launched. Set Open File Explorer to This PC, close every Explorer window, and open it with Windows+E. Compare that with the pinned taskbar shortcut. After restarting, inspect the setting again before changing it. If it still says This PC but only one shortcut opens Home, investigate that shortcut rather than assuming Windows discarded the preference. If the setting itself changes in both profiles, test Microsoft's clean-boot procedure and check whether the machine is managed by an organization. Restore normal startup after testing. Microsoft documents This PC as a supported opening choice, but your description does not identify a particular update or policy responsible.
