Windows 11 desktop icons keep moving to another monitor

In a multi-monitor setup Windows 11 moves a bunch of my desktop icons to a different monitor every time I restart. This happens even though I've disabled "Auto arrange icons" and even "Align icons to grid".

I'm able to move them back to the monitor I want them on but the next time I restart the exact same icons are always moved back to the other monitor on me.
