Windows 11 Cumulative Update Preview (KB5030305) doesn't install

I have been trying to install this from Windows Update.   It downloads to 10%, installs to 35% and quits.  I've run the troubleshooter, the "net stop-ren" routines and the same thing happens.  I have...

Deleted I am in the Windows Insider Program for this PC.  As I stated, one of my other machines did install this update.
