As expected this was not a driver issue; I recalled a thread from several years ago that had to do with enabling the number lock prelogin. This did resolve the issue:

I checked both default and current user locations against a known working Windows 10 machine. After matching the numbers and turning off fast boot as described in the thread it all works as expected.
