Windows 11 Bug: Print Screen Key Fails to Open Snipping Tool and Taskbar Becomes Unresponsive

Issue:
When I press the Print Screen (PrtScn) key, the Snipping Tool does not open most of the time. Occasionally, pressing the key causes the taskbar to freeze, requiring a PC restart to regain functionality.

Steps to Reproduce:

1. Press the Print Screen key (configured to open Snipping Tool in Settings → Accessibility → Keyboard → Print Screen).
2. Observe that the Snipping Tool does not appear.
3. The taskbar becomes unresponsive.

Expected Behavior:

• Pressing the Print Screen key should reliably open the Snipping Tool.
• Taskbar should remain responsive.

Actual Behavior:

• Snipping Tool fails to open most of the time.
• Taskbar may become frozen, requiring a restart to fix.

Additional Notes:

• Issue happens intermittently, but frequently enough to disrupt workflow.
• Restarting the PC temporarily resolves the problem.
• Since the PC has very good specs, the issue is unlikely due to hardware limitations.
