Both VBS and your virtualization software need exclusive access to the CPU's hardware virtualization features. When VBS is on, it takes control first, preventing other software from using it.
The most direct solution is to disable VBS. Be aware that this does slightly reduce the security posture of your Windows installation, as it turns off a core security feature. For most developers and power users, this is an acceptable trade-off for the functionality gained.
