Win11 New desktop shortcut creation triggers a brief notification popup that cannot be disabled
The key is to identify which component produces the lower-right banner when you create a desktop shortcut. Reproduce it once, open Notification Center, and note the sender shown. Go to Settings > System > Notifications, open that sender, and turn off only its banners while leaving notifications in the center if needed. If the sender is OneDrive and Desktop backup is enabled, create a shortcut in a local folder to determine whether synchronization triggers it. If it is Windows Security, inspect the alert rather than disabling security notifications. When no sender is recorded, perform a clean boot and repeat the test; if the popup disappears, re-enable non-Microsoft services and startup apps in groups to identify the source.
