Win 11 Xbox wireless headset changing volume

I have a weird issue, everytime I connect my xbox wireless headset via bluetooth to my PC the volume drops from 100% to 69%. This is really annoying as I adjust the volume on the headset itself so it is just right when windows is set to 100% but everytime it drops to 69% the volume is just way to low. Is there anyway to make the volume on the PC stay at 100% when the headset connects? I will try to attach a video, it takes a few seconds to keep disconnecting and reconnecting in the video.
