Indeed,
In Windows 11 25H2 This issue occurs if Capability Access Manager is disabled from Services.
Note the change requires a reboot.
"No Wi-Fi networks found" message appears in place of list of SSD Wifi connections
Also under system settings > Network & Internet > Wi-Fi > "Show available networks" does not work.
Capability Access Manager (camsvc) service is needed for accessing system settings in the Immersive Control Panel systemsettings.exe .
Privacy and security features such as location will not work from system settings without Capability Access Manager either.
