    You can disable the auto update and install the update manually.

    Go to Settings -> Windows update. From there, you can disable auto install updates or pause the update.

    Since Win11, it is a must to have an internet connection now while in OOBE which starts to check updates, although it can be bypassed by some ways, but normal users may not know.

    Type gpedit.msc in Run, then go to Computer Configuration > Administrative Templates > Windows Components > Windows Update > Manage end user experience > Configure Automatic Updates.

    When you're done, open PowerShell and type "gpupdate /force" to stop the automatical update.
