Why the CPU Throttling on Windows 11?
My Windows 11 system has been experiencing heavy CPU throttling lately, with clock speeds dropping significantly under moderate workloads and causing noticeable lag during daily tasks. I have already checked my power plan settings, updated my BIOS, and monitored temperatures, but the throttling persists even when my cooling system appears to be working fine.

If temperatures are normal, it may not be thermal throttling. It could be power-limit throttling.
1. Settings > System > Power & battery
Set Power mode to Best performance and turn off Energy saver.
2. Test while plugged in with the original charger.
3. Open Task Manager and check if the affected app is in Efficiency mode.
4. Install chipset / Intel DPTF / AMD power management drivers from your PC maker’s support page.
5. Run:
powercfg /energy
Then check the report for power or driver issues.
