Unverified is note something Outlook can filter on, which is why which is that rules never fires .That icon sends from email authentication checks SPF, DKIM and DMARC done on the sender's end, and Outlook just displays the result. It's not a keyword or property sitting in the message, so a rule has nothing to grab onto. Subject line should be work through , so check it's set to "subject includes" the exact text and that it's actually turned on under 1 Settings 2 Mail 3 Rules. What's worked better for me is using the Block sender list and bumping up the junk filter level in Junk email settings, since the spammer change the subject line constantly but the bad domain keep repeating.
