Why can't I add tags in File Explorer (or in Property)?

As the title suggests, I'd like to add tags to my files in Windows 11 Pro. I'm the sole user with administrator privileges. However, despite having an updated version of Windows 11, I'm unable to add any tags to my files.

    The data there is metadata from the file itself. And text files don't have metadata for tags. You can add tags to jpg files. And probably a few others.

    Right-click on a file or folder and select "Search" (or press the Windows key + S). This will open the Windows Search app. In the search bar, type the name of the file or folder, and then click on the three dots at the top-right corner of the search results window. Select "Add tag" and enter your desired tag.

      Your instructions were useless for me (Windows 11 Professional Edition). If it works elsewhere, could you please cite which version you're using or elaborate more ?
