Whom should I blame when Wi-Fi works on my phone but Windows says "No Internet, secured"?

My phone connects to Wi-Fi just fine, but my Windows laptop shows "No Internet, secured" on the same network. Should I blame the router, my ISP, or the Windows machine itself—and how do I figure out which one is actually at fault?
