Who thought it was a good idea to put the "Restart" option right next to "Update and Shut Down"?

Who thought it was a good idea to place the Restart option right next to Update and Shut Down? This poor design makes it far too easy to click the wrong choice by accident, especially when you are in a hurry and not paying close attention.
