Who decided that a critical battery warning should appear at 7% with no charger nearby?

My laptop's critical battery warning appears when the charge reaches 7%, which can leave me with very little time to save my work or find a charger. Is there a way to change the warning threshold or make it appear earlier, and could someone explain whether this setting is controlled by Windows, the laptop manufacturer, or the battery's power-management software?
