Where to download Windows 11 23H2 ISO for making an offline installer

My laptop's CPU is too old to run Windows 11 as it does not support SSE4.2. So Windows 11 23H2 should be a better choice. The problem is that the ISO I downloaded from Microsoft product page is Windows 11 24H2 v64.

Does anyone know a safe place to download Windows 11 23H2 ISO in order to make an offline installer for my unsupported laptop?

    Edit product value by browser dev tool, 23H2 is https://techbench.betaworld.cn/. (would really like to use 23H2 V2(2935), but it is no longer available.)

    Then just operate it normally.
