You can only download the latest version of Windows 11 ISO image from the Microsoft product page.
For old versions of Windows 11 ISO such as 23H2, here is a safe place to get the disk image:

Microsoft only hosts the latest of Windows 11 ISO on its website. Currently, it is Windows 11 24H2. For downloading Windows 11 23H2 ISO, you can use the UUP Dump, a free and community-maintained tool that allows users to download Unified Update Platform (UUP) files directly from Microsoft’s servers and compile them into full Windows ISO images.

It works by accessing official Microsoft update packages used by Windows Update and assembling them into an installable ISO. UUP Dump supports various Windows editions, languages, and architectures, making it a popular choice for users who want the latest or specific builds, including Insider previews or older releases like Windows 11 23H2.

The process for downloading Windows 11 23H2 ISO offline installer takes some time depending on your internet speed and system performance. The resulting ISO is clean and official, as it’s built from Microsoft’s own update servers.
