When I open the Clipboard History panel, it's blank, even though I have the history feature enabled.
When you press the Win + V shortcut to open the Clipboard History panel, the panel appears blank, even though you have copied multiple items and enabled the Clipboard History feature in Settings → System → Clipboard. Restarting your computer or restarting File Explorer temporarily resolves the issue, but it reoccurs.

Because restarting Explorer temporarily restores the panel, first reset the clipboard state rather than reinstalling Windows. Open Settings > System > Clipboard, select Clear under Clear clipboard data, turn Clipboard history off, restart Windows, and enable it again. Temporarily disable Clipboard history across your devices so a damaged synchronized item cannot be restored, then copy several short plain-text items and test Win+V. Clipboard history supports text, HTML, and bitmap items up to 4 MB, so large or unsupported content is not a valid test. Install pending Windows updates and remove any clipboard-manager utilities while testing. If the panel becomes blank again, run DISM.exe /Online /Cleanup-Image /RestoreHealth and then sfc /scannow. Finally, test a new local Windows account. Success there indicates user-specific clipboard or profile state; failure in every account should be reported through Feedback Hub with the Windows build and recurrence steps.
