When dragging a file onto a pinned app on the taskbar, the app cannot accept the file and open it

When you drag a file from File Explorer onto an app icon pinned to the taskbar, the app does not automatically launch or open the file, and the drag-and-drop action produces no response. Even if the app itself supports opening files via drag-and-drop, this feature does not work.
