When did "Shut Down" start meaning "Install updates for 45 minutes"?
Windows does this because it has downloaded updates that require installation during shutdown. Unfortunately, “Shut down” can become “Install updates and shut down.”
How to reduce the frustration:
Schedule updates: Go to Settings → Windows Update → Schedule the restart when that option is available.
Set Active hours: In Windows Update settings, configure your working hours to reduce disruptive restarts.
Pause updates temporarily: Use Settings → Windows Update → Pause updates when you need predictable downtime.
Check before leaving: If Windows displays Update and shut down, expect the shutdown to take longer.
Important: Avoid permanently disabling updates, as that can leave your PC vulnerable. Windows doesn't provide a universal guarantee that every shutdown will be immediate, but scheduling updates helps you control when interruptions occur.
