When deleting a file, the button in the confirmation dialog box does not have focus by default.
When you press Shift + Delete to permanently delete a file, the Yes button in the confirmation dialog box does not have keyboard focus by default. You cannot confirm the deletion directly by pressing the Enter key; you must click the Yes button with the mouse to proceed.

You can press the Tab key repeatedly to cycle through the buttons in the dialog box. When the "Yes" button is highlighted, press Enter to confirm the deletion.
Could there be some interference with other non-essential programs?
Which version of Windows do you notice the problem on?
